A new vision for social value

2022 will mark ten years since the passage of the Public Services (Social Value) Act 2012, the first social value legislation of its kind in the world. Social Enterprise UK was one of the primary authors of the Social Value Act, calling for it as part of our 2010 election manifesto and working closely with Chris White MP and both sides of the House to get it onto the statute book.

The Act has helped to transform the debate around the role of procurement and what can be achieved through public spending. Over £100bn of public sector expenditure is now influenced by social value. However, social value has still only achieved a fraction of its potential and the ten-year mark presents a significant opportunity to review the progress that has been made so far and to bring together leaders in this space to shape the next decade of social value.

Social Value Summit 2022

This is the 8th Social Value Summit which Social Enterprise UK has convened. The aim of the summit is to take stock of the impact of two major events since the last summit – the impact of COVID and the UK decision to pursue Net Zero – and to look ahead at how we can collectively move towards full implementation of social value over the next decade.

  • Setting the agenda for the next decade – what needs to happen over the next decade for us to collectively take social value to the next level?
  • Net Zero and a just transition – How to adapt social value to Net Zero and the commitments made at COP26?
  • Structural inequalities – Tackling structural inequalities identified through COVID – how can we tackle the root causes of poverty and discrimination through social value?
  • Building a coalition – How can we build a coalition of leaders and organisations to implement social value, learning from other movements, particularly those in relation to climate change?


This exclusive summit will bring together over 100 senior leaders and decision makers from a range of sectors, including public and private sector, social enterprises, housing and higher education, for a day of discussion and debate on how to shape the development of social value and the change that needs to happen to enable this implementation.

The programme

This full-day summit will combine keynote addresses from high-profile leaders, panel discussions and interactive discussions to facilitate strategic collaboration, the sharing of expertise and a focus on practical action.
